		<description><![CDATA[I believe this boils down to something very basic; a regional EPA director&#039;s personal environmental agenda.  When Dr. Al Armendariz was appointed to the position of regional director in Nov 2009, many Texas industry leaders voiced their concern over the appointment.  An SMU professor and environmental activist, Dr. Armendariz has had his sites on Texas for quite some time.  While at SMU he sharply criticized both federal and state regulators for not cracking down on North Texas polluters.  His appointment was praised by a number of environmental activists in Texas.  He was the perfect pick for Obama to push Texas because he already had a bone pick with the state.  So as you can see this tense relationship between Dr. Armendariz and Texas regulators existed long before he was appointed as region 6 director.  Nothing will get resolved with this issue until he is either replaced or they smooth their past differences over; which is highly unlikely.  This is personal and nothing more.]]></description>

I think all the states have gotten entirely to comfortable at using federal funds and as a result, they are very beholden to Washington. This puts them in a position to be held hostage at the point of the dollar bill and certainly removes some of the autonomy Dominique mentioned in her comment.. I feel even stronger about this if the corporations are acting with disregard to the consequences of their actions. They should be able to do that without the involvement of the federal government.]]></description>
